Bad Stain Removal and Stain Application

In this image, you see two logs going in opposite directions, crossways. The stain on the logs is peeling and cracking, some of the wood is exposed, and the old dark brown stain is visible through the new orange stain. The exposed wood is rough and pitted, and some fine surface wood fibers are peeling away. In the image are two fingers with purple fingernail Polish. The surface of the wood is rough in texture and would not be something you would want to run your finger tips across as you might get a splinter. This appears to be amateur work done by someone who needs to learn how to restore a log cabin.
